Channel is Unaccepteble

  E1 PRI ISDN issues most to be encountered in Europe TELCOs. Read about:

cc_CallProgress( ) - sends a PROGRESS message to the network

Name:
 int cc_CallProgress(crn, indicator)
 
and you may need to call this function immediately you get CCEV_OFFERED, in order for the end switch to engage audio path, we had this before, while the calls have been answered but no sound path was active.
  It seems some E1 switches expects this message to be send back, to allocate a local audio circuit.
