As documented in the PDFReference, a Bookmark can either
have a Destination OR one or more Actions associated with it. A
destination will always be a page number - so you can easily resolve
that. However, an Action can be a variety of different things - only
one of which is a page number in the same document. (and in that
case, you can easily resolve it).
