If it were "just a flag" - that would be true.

However, the process of preparing a PDF for "Reader Enabling" is totally undocumented - however, it basically involves the inclusion of some "private data" which is digitally signed with Adobe's Private Key. Thus making them the only ones able to do so.


Another thing I've found is that AR7 at least deals quite happily with
xfdf data and I can easily produce xfdf containing all form data using
"mailto:"/similar links with PdfAction.SUBMIT_XFDF set for the action.

Totally! And it works great.

        It just doesn't enable local saving.
